Kentucky lawmakers adopt unchanged House rules in first legislative session
The Kentucky House and Senate gaveled in on Tuesday for the first of a 60-day legislative session.
On the House floor before a majority vote adopted unchanged rules of procedure, it sparked one of the first debates among legislators.
Minority floor leader, Derrick Graham was the first to move for a recess to discuss the rules.
맥스카지노I've been here for a long time, and transparency in government are the most basic tendencies of democracy,맥스카지노 he said. 맥스카지노The rules reflect how open those proceedings will be to public, media, and stakeholders.맥스카지노
The rules resolution ultimately passed 72-23.
Louisville Democratic Rep. Rachel Roarx was one of the lawmakers who voted nay.
맥스카지노It's disappointing that the rules are staying exactly the same as last year,맥스카지노 said Roarx. 맥스카지노You saw a lot of members get up and express the things we'd like to see change in our own rules to help with transparency of how we conduct ourselves here in Frankfort.맥스카지노
Roarx's concerns include keeping procedures that allow for the likes of fast-track bills, late hour and same day votes, and last-minute substitutions in committee.
Those issues were also raised in a legislative transparency report published by the League of Women Voters that . The study was another topic of discussion on the floor with republican House Speaker David Osborne weighing in with criticism.
맥스카지노The disagreement with the report is that it was reported inaccurately because they claim transparency has decreased, when in actuality transparency has increased,맥스카지노 said Osborne.
Roarx disagreed with Osborne맥스카지노s views, as well as the bill he sponsored that passed in last year맥스카지노s session that is arguably a barrier to transparency and civic participation because it eliminates the sharing of pre-filed bills on the Legislative Research Commission맥스카지노s website.
맥스카지노That makes it very difficult because the public cannot see what we file unless we as lawmakers share it with them or until it's filed on public record during our session,맥스카지노 said Roarx.
There were several resolutions filed related to the House rules, but were not able to be implemented in this session.
Some lawmakers say they will keep pushing for change, while others say this is all just a part of the process.
맥스카지노We're always talking about possibilities of rule changes, we just decided not to make those today,맥스카지노 said Osborne. 맥스카지노We'll continue to have conversations about rules as we go through the session, as we do every year.맥스카지노
The 2024 legislative session will conclude on April 15.
