Eduardo Flores-Ruiz, the man at the center of a federal investigation that led to the arrest of Milwaukee County Circuit Judge Hannah Dugan, was facing three counts of misdemeanor battery with domestic abuse modifiers at the time of the incident.Court records show Flores-Ruiz, 30, was charged following a March 12 incident at his residence on West Vliet Street in Milwaukee. According to the criminal complaint, Flores-Ruiz allegedly attacked three individuals during a dispute over loud music, causing injuries that required hospital treatment. Police reports indicate the altercation began when his roommate confronted him about playing loud music. The situation escalated when Flores-Ruiz allegedly struck his roommate approximately 30 times with a closed fist. When the roommate's girlfriend attempted to intervene, Flores-Ruiz allegedly struck her in the forehead and arm before shoving her into the kitchen, causing her to fall. A third victim was reportedly injured while trying to break up the fight.Federal prosecutors allege Flores-Ruiz had entered the United States illegally from Mexico and was subject to an Expedited Removal order issued in January 2013. He was scheduled for a pretrial conference before Judge Dugan on April 18 when Immigration and Customs Enforcement agents attempted to take him into custody.According to federal charges filed against Judge Dugan, she allegedly helped Flores-Ruiz evade arrest by directing ICE agents away from her courtroom and escorting him through a non-public area of the courthouse. The two victims, who were in the court hearing, say they heard Judge Dugan tell Flores-Ruiz and the lawyer that he needed to speak with immigration officials. They say they saw them go through a door in the courtroom, but didn't know what happened next.Flores-Ruiz was later apprehended after a foot chase outside the building.
