There is a stone tablet called Tonghaebi or Toechobi which is believed to send back the overflowing of the sea in Samchok, KangWon Province. It has some story and people of the land still believe the efficacy of that story and stone tablet.

In the folktale HeoMok went Samchok as a provincial governor. The people were afraid of the overflowing of the sea. It devastated their husbandry and they lead a rough life. He made two stone tablets and established on the seashore and after that there was no overflowing. Several years later other governor came and hearing it he snarled and broke it into pieces. In a moment the sea was overflowing. He didn't know what to do. But there was another stone tablet HeoMok prepared.

We see the folkloristic organization of the story. Folks showed their wish to stop up the damage even by incantation that is just seemed to be a superstition. But next governor denied it in the view of confucian rationalism. The story of second established stone tablet showed us the people's hope against the sea overflowing even by the super rational solution. We understand in those days it was the only rational way to overwhelm the nature which has the awesome power by irrational or super rational method. It was the way of the public thought

It seemed that this folktale was composed in virtue of the fact that HeoMok was an existed governor in history and he also wrote Taoistic books. Taoism functioned critically against Confucianism at that time.

We alse apprehend this folktale in relation with other stories such as Saint stone, the Flute to calm 10,000 waves and turtle song to rescue Lady Suro in Samkuk-Yusa.
