This paper analyzed the impact of China¡¯s land property rights reform on the income gap between urban and rural areas for 31 provinces and cities in China during 2005-2019.
Empirical analysis found that with the deepening of land property rights reform (land marketization level), the urban-rural income gap widened. This shows that the impact of the Chinese government¡¯s land property rights reform on urban and rural income growth is asymmetric. Variables in the level of financial development and fiscal expenditure also appear to widen the income gap between urban and rural areas. This is because the dual structure of the urban-rural financial industry and city-biased policies are conducive to urban income growth.
This study suggests that the Chinese government needs to reform basic land property rights to address the structural problems of the urban-rural dual structure and improve financial markets in less developed rural areas.
