The purpose of this was find a way to development direction of Chungbuk Province in population declining age. Many people and local government feel negatively about population declining. Population declining can have many negative effect on many different fields. Korean government was concentrated that a baby shortage will have far-reaching economic effects. But population increasement can not be the ultimate solution. There is also side effects of population increasement. And many developed countries have experienced low birth rate, aging phenomenon, population declining. By simplifying, low birth rate, aging phenomenon, population declining were part of development and can not be avoided. Korea is aging faster than any other developed country. Population declining can have negative effect on local government. More and more people are recognising the need for a paradigm shift about population declining in local government. The fundamental issue, however, is not about low population density. Now there is the need for a paradigm shift in development. There is immense diversity and a great sense of local identity in local government. It is time to avoid standardized urbanization and development in local government.
