This paper presents the main characteristic of republicanism as ¡®intellects-commons joint rule¡¯. In both East and West, the republican system has been a regime in which the king does not rule, and the rule of the elite or the rule of the elite and the people together. ¡®Intellects-commons joint rule¡¯ can be a concept that clarifies the subject of such a reign and enables reevaluation of the Western thought by comparing it with the Eastern tradition. Although the political system of Joseon is monarchy, it is difficult to say that the traditional political system of the East including the Joseon Dynasty have been ruled by a king alone. King can not ignore the opinion of the aristocrats and ¡®king-nobles joint rule¡¯ is a more appropriate term. As the modernization progressed, it could be said that the discussions were developed from the ¡®king-nobles joint rule¡¯ to the ¡®king-people joint rule¡¯(constitutional monarchy), and from the ¡®king-people joing rule¡¯ to the ¡®intellects-commons joint rule¡¯(republic). In addition, in Western republicanism, the characteristics of elites-people relations are tensions and checks between them, while in Eastern and Korean ideologies they are mutually inclusive. Therefore, in Korean history, the concept of ¡°democratic republic¡±, which is rarely found in the West, can be seen frequently.
