    This study aimed to analyze the process of formation of the discourses of the public education of the Early Childhood Education(ECE) in their social and cultural contexts, and to unravel their implicit underlying mechanisms. For this purposes, we used the Critical Discourse Analysis(Fairclough, 2011) as an analytical tool, and analyzed the texts in the newspaper editorials in the four major Korean newspapers: THE CHOSUNILBO and KOREA JOONGANG DAILY which represent a conservative tendency, and The Hankyorehm and The Kyunghyang Shinmun which represent a progressive tendency. 194 editorials were the subject of the analysis, and we divided them into three periods according to the process of the policy implement: 1997-2003, 2004-2011, and 2012-2016. As a result, the discourses of progressive media tended to be more concerned about public education for ECE than the conservative media in the first period(1997-2003). The major context in the first period was the mobilizing the female labor force. In the second period(2004-2011), the discourses of both the progressive and the conservative media urged the expansion of public education for ECE and its policy formation. The major contexts in the second period were the establishment of the policies in the institutional context and the election pledge and its fulfillment in the political context. Lastly, the discourses of the progressive and the conservative media criticized the implementation of the policy and the securing of its financing and propose the improvements in the third period (2012-2016). The major contexts in the third period were the support of national treasury of Nuri curriculum in the social context and the election pledge and its fulfillment in the political context.
