신��사설에 나타난 유아교육 공교육화에 대한 비판적 담론분석 (Critical discourse analysis on public education of early childhood education in newspaper editorials)

본 연구는 신문사 사설에 나타난 유아교육 공교육화 담론의 의미왿� 담론을 둘러싼 사회·문화적 맥락을 Fairclough의 비판적 담론분석(Critical Discourse Analysis)을 통해 살펴보았다. 이를 위해 보수성향의 조선일보, 중앙일보, 진보성향의 경향신문, 한겨레신문에서 관련 키워드로 검색된 194편의 사설을 공교육화 정책 확립과정에 따라 ‘공교육화 기반형성기’(1997년～2003년), ‘공교육화 논의활성화기’(2004년～2011년), ‘공교육화 실행기’(2012년～2016년)로 구분하여 분석하였다. 분석 결과는 다음과 같다. ‘공교육화 기반형성기’에 진보성향에서 유아교육 공교육화의 확대왿� 필요성을 주요하게 다루는 담론이 시작되었고, 이 시기의 사회·문화적 맥락은 사교육 과열과 국가경제위기라는 사회·경제적 맥락의 영향이 두드러졌다. ‘공교육화 논의활성화기’에는 보수왿� 진보성향의 담론에서 유아교육 공교육화의 국가책무성과 공적자금 투여의 필요성이 강조되었다. 또한 이 시기의 사회·문화적 맥락은 저출산 정책, 누리과정 시행, 선거공약과 이행의 사회·정치적 맥락의 영향이 주되었다. ‘공교육화 실행기’에는 보수왿� 진보성향이 유아교육 공교육화 정책 실행 및 재정 확보에 대한 비판과 개선안을 주요하게 다루었으며 이 시기의 사회·문화적 맥락은 누리과정 국고지원논란, 대통령 선거공약 및 이행이라는 사회·정치적 맥락의 영향이 두드러졌다. 신문사의 성향에 따른 담론의 차이도 나타났는데 ‘공교육화 논의활성화기’왿� ‘공교육화 실행기’에 보수성향은 선택적 무상교육담론을, 진보성향은 대항담론으로 보편적 무상교육담론을 형성했다. 본 연구는 담론의 의미 뿐 아니라 담론을 둘러싼 맥락적 배경을 함께 고찰함으로써 담론 분석의 미시적 접근과 거시적 접근의 간극을 이어주는 시도를 하였다는데 의미가 있다.

This study aimed to analyze the process of formation of the discourses of the public education of the Early Childhood Education(ECE) in their social and cultural contexts, and to unravel their implicit underlying mechanisms. For this purposes, we used the Critical Discourse Analysis(Fairclough, 2011) as an analytical tool, and analyzed the texts in the newspaper editorials in the four major Korean newspapers: THE CHOSUNILBO and KOREA JOONGANG DAILY which represent a conservative tendency, and The Hankyorehm and The Kyunghyang Shinmun which represent a progressive tendency. 194 editorials were the subject of the analysis, and we divided them into three periods according to the process of the policy implement: 1997-2003, 2004-2011, and 2012-2016. As a result, the discourses of progressive media tended to be more concerned about public education for ECE than the conservative media in the first period(1997-2003). The major context in the first period was the mobilizing the female labor force. In the second period(2004-2011), the discourses of both the progressive and the conservative media urged the expansion of public education for ECE and its policy formation. The major contexts in the second period were the establishment of the policies in the institutional context and the election pledge and its fulfillment in the political context. Lastly, the discourses of the progressive and the conservative media criticized the implementation of the policy and the securing of its financing and propose the improvements in the third period (2012-2016). The major contexts in the third period were the support of national treasury of Nuri curriculum in the social context and the election pledge and its fulfillment in the political context.
