This paper examines why the PRC changed the One-China principle after 2002. One-China principle has been a foundation for the PRC¡¯s Taiwan policy from its establishment and it had implied the PRC-centered peaceful unification until the 1990s. However, starting from Jiang Zemin's Report at the 16th party congress in 2002, the PRC accepted Taiwan¡¯s longstanding view which emphasizes both the mainland and Taiwan equally belong to the One-China. Considering Taiwan¡¯s strengthening pro- independence movement with the new President Chen Shui-bian, and the expanding military and economic resources between the two-sides, why did the PRC moderate its interpretation on the One-China? In order to answer this question, this paper borrows Habeeb¡¯s discussion on the asymmetrical negotiation and analyzes the issue-specific power on the One-China issue between two sides.????
