The 1946 Land Reform is highly appreciated in the history of construction of the North Korean socialist system. It triggered the so-called North Korean Democratic Reform in the 1940s including the eight-hour day labor system, the gender equality law, etc. That is why North Korea has argued that the 1946 Land Reform was carried out thoroughly and completely. However, various illegal acts are found in the reform, which include illegal confiscation, illegal distribution and over-distribution.
The illegal acts stemmed from some causes: very intensive carrying-out of the reform, complex relations of land ownership in North Korean rural communities, lax composition of the Rural Commission(Nongchonwiwonhwi, implementing institution of the reform) which led to the incorporation of unqualified persons, the loose run of the commission which caused nepotism in the land confiscation and distribution, and the limit of North Korean administrative ability. The illegal acts did not bear a very big wave because the North Korean authorities tried to correct the mistakes, most farmers were benefited by the reform and the then North Korean society was in the mood of supporting the North Korean Democratic Reform. Nevertheless, it seems that investigating the real aspect of the 1946 Land Reform broadens our understanding of North Korea right after the 1945 Korean Liberation.
