The consistency of unification policy is said to be a success factor for the German unification. In West Germany, a similar policy has been maintained by different governments. This means that CDU and SPD together contributed to the unification. This paper aims to examine the background which made the bipartisan cooperations between the political parties possible. Brandt¡¯s Policy of Change through Rapprochement pursued to improve the human rights of East German people. He thought that the unification would come true when East German people could be politically free to decide on the matter. Adenauer thought that the unification would come true when the Soviet Union gave up East Germany for its own interests. The Unification Chancelor Kohl was a political grandson of Adenauer and inherited Brandt¡¯s Ostpolitik. He recognized that the German unification would become possible with the internal factor of East German regime change and the external factor of Soviet abandonment combined. He could combine the both policies of Adenauer and Brandt because there existed the value shared among German people, namely reconciliation and cooperation.
In other words, the policies accorded with the national value from the viewpoint that they pursued the reconciliation and cooperation with East Germany, East Europe and the Soviet Union.
