The purpose of this paper is to examine the thought of Thoegye Yi Hwang's (1501-1570) appointment of senior officials. The text of this study will be the three letters of resignation he sent to the emperor in 1558 and 1568.
In these letters, Thoegye Yi Hwang contended that the posts had to be distributed according to the candidates's ability. Since appointing senior officials was most important, candidates had to go through a thorough reviewing procedure, and if the selected candidates considered themselves incompetent in their ability or morality, they themselves had to leave the post.
Thoegye emphasized a two-way review process for the confirmation hearing procedure in which he highly valued the self-review procedure as much as the thorough reviewing process of the possible candidates. His theory was ethical and appropriate then as now.????
