The Purpose of this paper is to study Yulgok¡¯s(1536-1584) thought on selection of fit persons for higher public positions. He thinks the most important thing for successful government is the public personnel administration. Specially, the appointment of senior positions is the most important thing. The ideal type of senior officials is the sage, that is wise man and superior persons. To become a sage, he must be cultivate his mind-and-heart.
Yulgok persisted that the positions, in particular high-ranking government positions, had to be appointed by the candidates¡¯s personality and ability. It must be appointed by ¡®the rule of the right person to the right position¡¯. Since appointing senior officials is more important, candidates had to be examined thoroughly and deliberately. For this reviewing procedure Yulgok suggest 4 steps. first inquire public opinions to the candidates, second estimate through conversation, third test by performances, and finally appointment if he is competent.
For the reviewing system works with fairness, it is necessary that the king cultivate his mind-and-heart, and become a sage.
