성인교육 분야 국제개발협력에서 임파워먼트 논의의 변화: UNESCO 발간자료에 대한 담론분석 (Changes in Empowerment Discourse in International Development Cooperation on Adult Education: Discourse Analysis on UNESCO Publications)

연구목적: 이 연구는 국제교육개발협력 성인교육 분야를 중심으로 임파워먼트 담론의 전개 과정을 탐색함으로써 임파워먼트 개념이 시기의 변화에 따라 어떻게 논의되어 왔는지 탐구하고자 한다. 또한, 담론 내용에 있어 시기에 따른 특징적 변화를 살피고 그 변화에 영향을 미친 사회적 배경에 대해 고찰하고자 한다. 연구의 중요성: 임파워먼트의 사회변혁적 기원에도 불구하고, 오늘날 국제개발협력 분야에서는 임파워먼트의 도구주의적 의미가 지배적이며 개인의 역량 강화를 강조하는 방향으로 논의가 전개되어왔다는 문제의식이 있다. 이러한 변화가 전통적으로 권력의 문제왿� 소수자의 해방에 관심을 가져온 성인교육분야 국제개발협력 담론에서도 발생하였는지 탐색할 필요가 있다. 개념의 변화는 정책 및 사업 수행을 통해 참여자의 생활세계에까지 영향을 줄 수 있으므로 임파워먼트 담론의 전개 과정을 탐색하는 것은 매우 중요하다. 연구방법론: 연구 방법으로는 담론분석을 적용하였고, 라클라우(Laclau)왿� 무페(Mouffe)의 담론이론의 주요 개념적 논의를 연구 과정 전반에 활용하였다. UNESCO의 발간자료를 연구의 주요 분석대상으로 하였으며, 1984년부터 2022년까지 발행된 임파워먼트왿� 성인교육 관련 UNESCO 공식 발간자료에 대한 담론분석을 수행하였다. 연구결과: 국제개발협력 분야에서 급진적 임파워먼트 개념이 확산한 1980년대 후반부터 1990년대 중반에는 UNESCO 성인교육 담론에서도 임파워먼트의 사회변혁적 의미가 강조되었다. 빈곤퇴치왿� 인간개발에 대한 국제사회의 관심이 확대되었던 1990년대 후반부터 2010년대 초반 시기에는 개인의 역량, 선택, 기회 확대왿� 관련한 임파워먼트 논의가 증가하였다. 지속가능발전의 시대인 2010년대 중반 이후에는 학습자들이 글로벌 도전과제에 역량을 갖추도록 주문하는 임파워먼트 담론이 확산하였다. 결론 및 시사점: 임파워먼트는 UNESCO 성인교육 분야 담론에서 고정된 의미가 없이 흘러온 떠다니는 기표였으며, 담론을 구성하는 정체성의 등가적 관계 또한 시대별로 변화해왔다. 하지만 사회변혁적 의미를 담은 임파워먼트 개념이 오늘날 국제개발협력 실천에 여전히 중요하기에, 이 연구는 두 가지 방향의 학술적, 실천적 대응을 제안하였다. 첫째, 임파워먼트의 담론을 생성하는 정체성의 등가적 관계를 재구성할 노력을 기울이는 것이다. 둘째, 대안적인 용어의 발견을 통해 불평등의 위기왿� 권력 배분의 문제에 주의를 기울였던 임파워먼트의 비판적 문제의식을 드러내는 것이다

Purpose: This study aims to explore how the concept of empowerment has been discussed over time by exploring the development process of empowerment discourse, focusing on the field of adult education in international education development cooperation. In addition, it studies the characteristics of change in terms of the content of the discourse and examines the context that influenced the change.
Originality: Despite the social movement origin of empowerment, the instrumentalist meaning prevails and the discussions have shifted to emphasizing capacity building of individuals in international development cooperation.
It is necessary to explore whether these changes have also occurred in the field of adult education, which has traditionally been interested in the issue of power and the liberation of minorities. This process is important because changes in meaning can affect the participants' lifeworld through policy and project implementation.
Methodology: Discourse analysis was applied as a research method, and the conceptual discussions of Laclau and Mouffe's discourse theory were used throughout the research process. Discourse analysis was conducted on UNESCO's official published materials related to empowerment and adult education published from 1984 to 2022.
Result: From the late 1980s to the mid-1990s, when the radical meaning of empowerment diffused in the field of international development cooperation, the social transformation meaning of empowerment was also emphasized in UNESCO adult education discourse. From the late 1990s to the early 2010s, when the international community's focus on poverty eradication and human development expanded, discussions on empowerment related to expanding individual capacities, choices, and opportunities increased. After the mid-2010s, the era of sustainable development, the empowerment discourse that ordered learners to be competent in global challenges has spread.
Conclusion and Implication: Empowerment has been a floating signifier that flowed without a fixed meaning in UNESCO adult education discourse, and the equivalent relationship of identities constituting the discourse has also changed from time to time. However, since the concept of empowerment with social transformation meaning is still important in the practice of international development cooperation, this study proposed responses in two directions. First, efforts are made to reconstruct the equivalent relationship of identities that creates the discourse of empowerment. Second, the discovery of alternative terms reveals the critical problem consciousness raised by empowerment, which paid attention to the crisis of inequality and the problem of power distribution.
