민간투자사업(Public-Private Partnership)의 원가구조왿� 사업수익률의 관계에 관한 연구 (A Study on the Relationship between Cost Structure and Rate of Return of Infrastructure PPP Project)

본 연구는 민간투자사업에서 사업수익률을 결정하는 여러 요인 가운데, 사업수익률과 원가구조왿�의관계에 대하여 연구하였다. 사업수익률은 민간투자사업의 수익성과 공공성을 결정하는 매우 중요한 요소이며, 다양한 요소를 종합적으로 고려하고 있다. 한편, 원가구조는 매출의 변동에 따른 사업의 영업이익 변동수준을 결정하는 중요한 요인이며, 운영위험을 나타낸다. 즉, 민간투자사업의 고정비 수준이 높을수록 사업의 운영위험이 높게 나타나며, 해당 사업의 사업수익률이 높게 책정되는 요인이 될 수 있다. 또한 이러한 위험은 수도권 사업과 비수도권 사업간 차이가 존재할 수 있다. 이에 본 연구는 민간투자사업의 원가구조왿� 사업수익률간 관계를 밝히고, 수도권 여부에 따른 차이를 확인하고자 하였다. 분석결과, 민간투자사업의 고정비 비율과 사업수익률간 양(+)의 상관관계를 가지는 것으로 나타났으며, 이러한 경향은 수도권 사업에서 더 두드러진다는 점을 확인하였다. 이는 민간투자사업의 사업수익률이 운영위험을 반영하고 있으며, 비수도권 사업보다는 수도권 사업에서 그 영향이 두드러진다는점을 의미한다. 본 연구는 민간투자사업의 수익률과 원가구조에 대한 상관관계를 밝힌 최초의 연구로서, 향후 민간투자사업의 수익률 책정시 원가구조를 고려한 의사결정이 이루어져야 한다는 정책적 시사점을 제시한다.

This study focused on the relationship between the project rate of return and the cost structure among the factors that determine the project rate of return in PPP projects. The project rate of return is one of the most important factor that determines the profitability and publicity of a Public-Private Partnership(PPP) project, and various factors are comprehensively considered. On the other hand, cost structure is an important factor in determining the level of change in operating profit of a business according to changes in sales revenue and represents operational risk. Therefore, the higher the level of fixed cost of a PPP project, the higher the operating risk of the project, which may be a factor in setting the project's high return on the project. In addition, these risks may differ between projects in the metropolitan area and non-metropolitan areas due to the accuracy of demand forecast. Therefore, this study tried to reveal the relationship between the cost structure and the project rate of return of PPP projects, and the regional difference.
As a result of the analysis, it was found that there is a positive (+) relationship between the ratio of fixed cost and the project rate of return and this tendency is more obvious in the metropolitan area projects. This means that the project rate of return of PPP projects reflects operational risk based on the cost structure, and the effect is more pronounced in the metropolitan area than in the non-metropolitan area. This study is the first to reveal the correlation between the rate of return and the cost structure of a Korean PPP project, and suggests policy implications that decisions should be made in consideration of the cost structure when setting the rate of return for a PPP project in the future.
