Recently the task of promoting regional energy security in Northeast Asia becomes more complex than ever before because of the eastward expansion of Russian energy transportation network, nuclear power plant accident in Fukushima, the rise of China and its high demand for energy supply, geopolitical competition between US and China, North Korean nuclear issue etc. In spite of the complexity of the task, regional states have been taking a increasing interest in forming a multilateral energy cooperation mechanism in Northeast Asia. In this regard this paper tries to find out answers based upon the theory and logics of global network politics to the following questions: what kind of networking strategy can be effective in the regional network of powers and what kind of impact the Russia-North Korea-South Korea natural gas pipeline project can have upon the regional energy security and power network. In conclusion, the project should be dealt and developed as a regional attempt to fill up the regional ��structural hole��in the network of power and to increase the regional stability accommodating balanced participation of all states in Northeast Asia.
