모바일 기기를 통한 성매매알선에 관한 연구 (A Study on Arranging Sexual Traffic through Mobile Devices)

현실공간에서 성매매알선은 전업형 성매매업소왿� 함께 겸업형과 자유업종형 업소 상호 뒤에서 은밀하게 이뤄지고 있다. 사이버공간에서도 성매매알선은 현실공간과 유사하게 모바일 기기 디지털화면 뒤에서 이뤄지고 있다. 이 연구는 웹사이트, 애플리케이션 등 모바일 기기를 통해 이루어지고 있는 성매매알선 구조왿� 특성에 대해 분석하였다. 분석한 결과 모바일 기기를 통한 성매매의 특성은 다음과 같다. 첫째, 성매매알선업자들은 모바일 기기 화면에서 활동하고 있다. 모바일 기기 화면 뒤에서 이용자들을 기망하여 현실공간의 성매매업소왿� 연계하여 조직적으로 성매매를 알선하고, 애플리케이션 개발자들도 채팅 프로그램을 활용하여 사용자들을 기망하여 채팅서비스를 제공하고 있다. 둘째, 모바일 웹사이트왿� 애플리케이션 개발자들이 성매매알선을 조장하고 있다. 모바일 웹사이트 개발자왿� 운영자는 야한 동영상, 몰래 카메라 영상, 무료 드라마왿� 영화 등을 제공하면서 성매매알선 모바일 웹사이트 방문자를 증가시킨다. 모바일 애플리케이션 개발자들은 성매매조장을 통해 다운로드 수를 증가시켜 애플리케이션 내 판매왿� 광고 수익을 증대한다. 또한 모바일 웹사이트왿� 애플리케이션 개발자들은 성매매알선업자왿�의 연계를 통해 성매매업소 광고비, 임대료, 알선 수수료 등의 수익도 창출한다. 마지막으로 모바일 기기 화면을 통해 웹사이트왿� 애플리케이션 개발자들이 활동하면서 성매매범죄가 조직범죄에서 화이트칼라범죄로 변화하고 있다. 전통적으로 성매매는 조직폭력단체의 사업영역이지만 모바일 기기를 통한 성매매가 증가하면서 전문직 종사자왿� 기업들의 화이트칼라범죄로 변화하고 있다. 인터넷을 통한 사이버세상과 디지털화면 속의 모든 장면은 간단하게 조작되고 있다. 모바일 기기를 통한 성매매알선에 대응하기 위해 경찰의 성매매단속 대응체제를 사이버수사팀 및 지능범죄수사팀으로 전환, 성매매 단속과 수사의 일원화, 여성가족부 성매매전담특별사법경찰기구 설립과 이에 따른 지원 확대 등이 필요하다. 또한 정부-공공-민간-개인의 협력관계를 바탕으로 성매매방지 네트워크를 구성하여 대응할 필요가 있다. 정부왿� 공공기관은 이 네트워크가 작동하기 위한 동력을 모색해야 한다. 끝으로 성매매알선 수단은 우리 사회의 변화왿� 기술의 발전에 따라 지속적으로 변화할 것이다. 성매매알선 수단이 변화하는 것 일뿐, 성매매가 발생하는 장소는 본질적으로 현실공간의 성매매업소이다. 성매매알선을 방지하기 위해서는 현실공간이 중심이 되는 정책이 추진되어야 한다.

In the real world, arranging sexual traffic is committed at the behind of the signboards on a sideline-type or free-type business places. In cyberspace, arranging sexual traffic is also committed at the behind of the screen on mobile devices like reality space. This study examines the structure and characteristics of arranging sexual traffic through mobile devices such as mobile websites and applications. In findings, the characteristics of prostitution through mobile devices are as follows. First, people who arrange the sexual traffic work on the screen of mobile devices. They deceive users at the behind of the mobile devices’ screen and systematically arrange the sexual traffic in connection with prostitution business in real space. Some of application developers also use chat programs to provide services that entice users. Second, developers such as mobile websites and applications promote arranging sexual traffic. Developers increase the number of downloads through promoting of arranging sexual traffic, thereby increasing sales and advertising revenue within the applications. Also, it generates profit through linkage with the people who arrange the sexual traffic. Finally, website and application developers work on the screen of mobile devices, thereby the prostitution is changing to white-collar crime. Traditionally, prostitution was a business area of crime syndicates. However, as the increase of prostitution using by mobile devices, it is changing to professional workers and white-collar crime of corporations. Digital screens, including mobile devices, are universally existing installations in airports, hospitals, banks, and so on. The cyber world over the internet and every scene in the digital screen can be fabricated simply, and someone manipulates the digital screen to abuse it as a crime. It can be a fake to see through the digital screen we see, and we are easily deceived. People who have used the random chat application on the digital screen of their mobile devices can see that the photos and content on the bulletin board are different from the truth. In order to cope with arranging sexual traffic through mobile devices, the police response system of it should be changed firstly. In details, it should be changed into a system such as a cooperation of cyber team and intelligence team, a unified system of prosecution and investigation, and support by the establishment of a Special Judicial Police Organization dedicated to prostitution in the Ministry of Gender Equality and Family. Also, it is necessary to establish a prostitution prevent network based on the cooperative relationships among government, public institutions, private institutions, and individuals in coping with it. The government and public institutions should seek the dynamic force of this network to work in practice.
