COVID-19 팬데믹과 브라질 공공보건외껓 (COVID‐19 Pandemic and Brazil’s Global Health Diplomacy)

동 논��은 코로나 바이러스(이하 COVID-19) 팬데믹 시대에 브라질 보우소 나루정부의 공공보건 외교정책에 대한 평가를 목적으로 작성되었다. 브라질은 1988년 연방헌법 제4조에 10대 대외관계 원칙을 명시한 이래 꾸준하게 가치 지향 외교(value-oriented diplomacy)를 추진해왔다. 이중 인권우위의 원칙 (prevalência dos direitos humanos)과 인류애의 증진을 위한 인류협력의 원칙 (cooperação entre os povos para o progresso da humanidade)은 공공보건외껓에 적절하게 사용되어왔다. 공공외교는 FIOCRUZ왿� 보건부 및 외교부의 긴밀한 공조를 통해 추진되어왔고, COVID-19 팬데믹은 다자보건외교를 통해서 백신 과 치료제의 확보뿐만 아니라 개도국을 위해 중요한 공헌을 할 수 있는 좋은 기회였다. WHO는 COVID-19를 세계 팬데믹(global pandemic)이라 선언했고, UN안보리는 결의 제2532호(Resolution 2532)를 통해 COVID-19팬데믹이 국제 평화왿� 안보를 위협할 수 있다고 결의했다. 또한, UNESCO왿� WHO를 중심으 로 COVID-19백신과 치료제를 글로벌 공공재로 규정하려고 추진 중이다. 브라 질은 가치외교를 통해 과거 AIDs공조의 경험을 바탕으로 인도, 남아프리카 등 글로벌 사우스(Global South)왿� 국제공조를 통해 포스트 코로나(Post-Corona)시 대를선도할수있는중요한역할을할수있는역량이있었다. 그러나보우소 나루정부는 국제공조왿� 국제연대가 가장 필요한 시점에, 공동가치에 기반한 국제사회의 공조왿� 결별하고 정치이념에 기반한 자국 이기주의적 독자생존의 길을 택했다. 이에 따라 브라질이 그동안 쌓아놓은 공공보건 외교역량과 논리 는 무용지물이 되었다.

The purpose of this paper is to evaluate the public health diplomacy of the Brazil's Bolsonaro government in the era of the COVID-19 pandemic. Brazil has been steadily promoting value-oriented diplomacy since the 10 principles of foreign relations were stipulated in Article 4 of the 1988 Federal Constitution. The principle of the supremacy of human rights (prevalência dos direitos humanos) and the principle of cooperation for the promotion of humanity (cooperação entre os povos para o progresso da humanidade) have been used appropriately in public health diplomacy. Public health diplomacy has been promoted through close collaboration between FIOCRUZ and the Ministry of Health and the Ministry of Foreign Affairs. The COVID-19 pandemic is a great opportunity to make important contributions for Global South as well as securing vaccines and treatments through multilateral health diplomacy. WHO has declared COVID-19 a global pandemic, and the UN Security Council has resolved through Resolution 2532 that the COVID-19 pandemic may threaten international peace and security. In addition, UNESCO and WHO are pushing ahead to define COVID-19 vaccines and treatments as global public goods. Brazil has the ability to play an important role in leading the Post-COVID-19 era through global cooperation with the Global South such as India and South Africa, based on its past experience of AIDs case through value diplomacy. However, at a time when international cooperation and international solidarity were most needed, the Bolsonaro government chose the path of independent survival based on political ideology rather than cooperation based on common values. As a result, the public health diplomacy and international trust that Brazil has built up last several decades has become useless. Brazil will have to suffer significant losses, sacrifices and time to restore the international community's trust in public health diplomacy.
