제약된 상황에서의 칼(Knife) 범죄 대응 교육 방안: 비숙련자의 칼(Knife) 공격 및 대응 패턴 분석을 기반으로 (Education Plan on Knife Crime Response in a Constrained Situation: Based on Analysis of Unskilled Personnel's Attack and Defense Patterns)

최근 3년간 국내에서의 칼 이용 범죄는 점차 증가하고 있다. 해양경찰 업무 수행중 칼 이용 범죄자를 협소한 장소에서 대면하거나 범죄 장소에서 벗어날 수 없는 제약된 상황이 발생할 수 있다. 칼 공격 상황에서는 숙련된 자도 부상 없이 공격자를 제압하기 힘들다. 그만큼 사전에 충분한 교육이 필요하다. 하지만 해양경찰 신임교육 생의 무도교육 시간은 16~24시간으로 여러 기술을 배우기에는 부족한 실정이다. 이에 우선으로 교육할 기술을 선정하기 위해 본 연구를 진행한다.
현재 국내에서는 칼 공격 대응 선행연구 사례가 전무하다. 이에 따라 해외 사례를 참고하고 해양경찰 간부후보생 10명을 대상으로 비숙련자의 칼 공격·대응 패턴을 분석하여 신임교육생의 칼 공격에 대한 대응 교육 방안을 제언하고자 한다. 패턴 분석 결과, 먼 거리에서는 8~9명이 베는 공격, 근접 거리에서는 9명이 찌르기 공격을 하였다. 대응에서는 10명 중 9명이 뒤로 벗어나거나 몸을 뒤로 돌리는 행동을 보였다.
위의 결과를 활용하여 칼 공격 대응 방안을 다음과 같이 정리하였다. 첫째, 먼 거리에서는 견제하며 상황을 주시한다. 둘째, 근접 거리로 좁혀졌을 때 찌르는 동작에 대한 방어법과 더욱 거리를 좁히는 접근법을 배운다. 다음으로 접촉 거리에서는 칼을 잡은 손을 통제하고, 안전 위치로의 이동과 칼을 피탈하는 기술을 교육한다. 마지 막으로 상대를 바닥에 눕히는 기술과 제압·통제하는 법을 배운다.
이 교육 방안을 토대로 해양경찰 신임교육생의 무도교육을 보완시켜 치안현장에서 생명을 담보로 업무 수행을 하는 경찰관 자신과 국민의 안전을 확보하고자 한다.

Knife crimes have been gradually increasing for the past three years. In some cases, especially in a limited or crowded space, there are possibilities that Korean Coast Guard(KCG)s find it hard to completely subdue knife offenders or to prevent secondary victimization of innocent civilians from the offenders. When being attacked with knives, it is difficult even for skilled experts to overpower the criminal without being injured that one needs to be sufficiently educated beforehand. However, it only needs about 16 to 24 hours for KCG Trainees to meet mandatory martial arts training time which is definitely insufficient for them to learn various types of defense skills.
This research will help determine which types of defense skills are needed to be prioritized and educated as KCGs.
Currently in South Korea, there has been no previous research conducted regarding handling knife attacks. Accordingly, this paper will propose education plan for KCG trainees to properly learn defense skills against knife attacks. This research has been done by referring to various types of foreign cases and analyzing attack and defense patterns of unskilles knife users with help of 10 KCG executive candidates of class 69.
As a result of conducting two sets of Knife Attack-Defense actions by the candidates, For instance, if two people faces each other at a relatively long distance, 80-90% of candidates were trying to brandish(swing) knives at the other person. On the other hand, at a short distance, 90% of candidates were trying to aggresively plunge knives into the other person. On the contrary, when they were in defense situation, 90% of candidates acted passively such as stepping back or turning their backs from the situation.
Here are some education plans for training of defense skills against knife attack based on distance. First of all, KCGs will be trained how to observe situation closely while keeping the ring on the knife offender from a distance. Second of all, KCGs will be taught how to stop stabbing movement by the offender within a short distance and how to safely increase the distance to the offender. Moreover, KCGs will need to learn how to control a knife-holding hand first while moving to a safe place and take the weapon away from the attacker. Lastly, KCGs will be trained how to pin down and subdue the attacker.
It is expected to complement protection training for KCG trainees that they can not only defend themselves effectively at a scene but also protect the safety of citizens.
