The purpose of this study is to suggest the normative logic of government reorganization and functional reorganization strategies by using a demand-functional approach, which leads to more neutral and professional reorganization through reducing the long-standing politically oriented approach and size disputes in government reorganization. That is, it would be better for the demand-functional approach to be executed according to the logic of global public administration environment change, public administrative needs and policy problems, government function realignment, government reorganization, and HRM reallocation by supporting a constant and neutral organizational diagnosis. In line with this reorganization logic, government reorganization would be better executed by matching each government function¡ªconsensus function, production function, integration function, and execution function¡ªwith a reorganization criterion¡ªpublic administration values, functional actors, functional size, functional convergence, or differentiation.
