This study analyzed the establishment process and operation situation of Bukseon Paper Chemical Industry Co., Ltd. (henceforth Bukseon Paper), which led the pulp industry in the 1930s. Bukseon Paper was established based on the industrialization of Joseon, the development of northern Joseon, and Japan's national pulp policy. Oji Paper Co., Ltd., which was monopolizing the paper industry in Japan, participated in establishing Bukseon Paper as a major shareholder and exercised absolute influence. Under the full support of the Japanese Government-General of Korea, Bukseon Paper was provided with pulp logs from a large-scale national forest in the northern region and accumulated corporate profits by expanding the company-owned forest with a forestry loan. Bukseon Paper accumulated enormous capital by producing rayon pulp using larch and contributed to Japan's leap as the top country in the world in rayon yarn production. During wartime, it constructed a brewery factory, produced anthracitic bonding agents, and offered a lot of lumber in the business area for military use. In conclusion, Bukseon Paper was a representative company that contributed to the industrial development of Japan and the supply of wartime military supplies in connection with the colonial policy of the Japanese Government-General of Korea in the 1930s. Meanwhile, the profit expansion of Bukseon Paper was based on the abundant low-wage labor of the Koreans, including the slash-and-burn farmers driven to the north by the northern Joseon development policy, and was carried out by passing on the enormous cost of industrial pollution to society.
