At a time when the role of safety or security guarantees at the local government level is more important, it is requested to strengthen crime prevention activities at the local government level. In addition to establishing legal grounds for the crime prevention environment improvement project, the purpose, responsibilities of the state and local governments, and relationships with other laws are defined as all activities to prevent crimes against people's lives, bodies, and property.
In relation to other laws, it should be stated that it is the basic law on crime prevention.
In the case of patrols and crime prevention activities, which are representative security activities, it is necessary to enact the Framework Act on the Prevention of Crime as early as possible because it stipulates that it is a local police office.
In addition, it is deemed reasonable to consider a multilateral cooperation model in regional security during this coordination process.
Under the Framework Act on Disaster and Safety Management, the regional safety index is defined as discretionary, even though the safety level of each local government is quantified by utilizing various statistics on safety.
However, it is necessary to revise it against the purpose of this Act, and it is also urgent to specify necessary matters such as investigation methods, survey items, and publication procedures that are the basis for calculating the regional safety index.
The analysis of various forms and the revision to the ordinance reflecting the characteristics of local governments should also be carried out in light of the circumstances of the ordinances, which are generally similar.
