It is sure that the political system of Chosun was not equipped with the device for the entire community members to show their political intention. Ahn Hwak (����, 1886-1946), an intellectual of Chosun during the Japanese occupation, however, analyzed the detailed process of development and working of the political system of Chosun by application of so-called 'modern elements' such as legislation process, party system, nation representative & nation suggestion, resolution process, history of self-administration and etc in his study on the political history of Chosun. In the viewpoint that the basic principle of modern democracy is 'to exercise normal voting rights' at least, it may be evaluated meaningless at a glance to try to recognize the political system to which such exercising of normal voting rights are not applied by application of modern political elements. The revolutionary practice itself developed in most modern history of the world including the western society was made in the process of extending and retranslating 'the principle of modern democracy'. Considering this point, Ahn Hwak's trial to look for modern political elements from the political history of Chosun should be also regarded as the study to trace the political history focusing on 'realization of idea' rather than 'form'. In this point, his study deserves to be evaluated fully meaningful.
