민관협력(PPP)형 공적붿�동산 활용의 문제점과 활용 방안에 대한 일고찰: 일본 공공R붿�동산 플랫폼 사례를 중심으로 (A Study on the Utilization Problems and Utilization Plan of Public Real Estate in Public-Private Partnership(PPP)Type: Focusing on the Case of “Public R Real Estate Platform” in Japan)

우리나라의 많은 지방 도시에서 도시의 외곽으로의 확대, 인구감소 등으로 구도심 쇠퇴가 발생하고 있다. 이에 따라, 그동안 구도심에서 공공서비스를 담당해왔던 건물들이 방치되면서 유휴 국·공유지가 발생하고 있다. 최근 정부에서도 일자리 창출, 주거안정을 위한 공공 임대주택 공급, 생활 SOC 확충 등에 국·공유지 활용을 대안으로 인식하고 있으며, 공적 재산으로서의 위치가 사유재산보다 용이하게 도시문제를 해결할 수 있는 대안으로 인식하고 있다. 일본은 공적붿�동산(PRE) 활용에 민관협력(PPP) 방법을 적극적으로 이용하고 있으며, 이를 통해 많은 성과도 이루었지만, 과제도 안고 있다. 공적붿�동산 활용 분야에서 새로운 플랫폼으로써 대안을 만들어 가고 있는 일본의 공적붿�동산 플랫폼인 ‘공공R붿�동산’ 사례를 통해, 본격적인 우리나라 국·공유지 활용에 앞서 문제점을 줄여나갈 수 있는 시사점을 도출하고자 하였다.

Many local cities in Korea are suffering from the decline of the old city center due to the expansion of the city’s outskirts and the decrease in population. As a result, idle national and public lands are occurring as buildings that have been in charge of public services in the old city center have been neglected. Recently, the government has also recognized the use of national and public land as an alternative to job creation, supply of public rental housing for housing stability, and expansion of living SOCs, and its location as a public real estate is an alternative that can solve urban problems more easily than private property.
Japan, which experienced social changes such as population decline and urban decline before Korea, is actively using Public Real Estate(PRE) through Public-Private Partnership (PPP) for urban regeneration. Through this, many achievements have been made, but they also have assignments. The lack of understanding and communication of policies in the process of utilizing public real estate through public-private partnerships, and the non-equality of information disclosure caused problems of purpose setting, problems of imbalance in the public sector, problems of imbalance in the private sector, problems of non-competition, problems of the message delivery, and problems of governance. As the introduction of the regional platform is being attempted to solve this problem, ‘public R real estate’ solves the difficulties of the process of utilizing public real estate through public-private partnership in Japan, not staying on the regional platform, but serving as a new public real estate platform that link public real estate across the country.
The purpose of this research is, based on the case of Japan, which actively encourages the use of public real estate through various public-private partnership techniques, to derive implications for the efficient use of public real estate through public-private partnership in the Republic of Korea.
