여성청소년의 영아 살해ㆍ유기 범죄 예방을 위한 지원 방안 (Measures to support the prevention of infanticide and abandonment crimes of female adolescents)

This study was conducted to propose policies and social services to prevent and protect the murder and abandonment of infants by female adolescents based on the ideology of social welfare based on human dignity for the murder and abandonment of infants. To this end, 18 cases of judgments (final trial sentence from 2021 to July 2024 - Korean courts, Internet reading of public service judgments) since 2021 were analyzed. As a result of the study, suggestions for women's welfare service plans were made by classifying them into six topics: unmarried female adolescents, shame, economic difficulties, maternal and infant disabilities, and maternal mental health, counseling and help rejection, lack of knowledge and information, and abortion failure. First, it is economic support and perception of pregnancy, childbirth, and parenting. Second, in the case of social criticism due to unwanted sex or family relations, it is necessary to help protect both the right to pursue happiness and the right to life of the child through secret protection childbirth. Third, there is a need for comprehensive medical transformation and social welfare support measures in consideration of the health status of the fetus and woman, and the socio-economic situation. Fourth, it is the development of related apps, accurate information on common childcare facilities of social communities, child protection institutions, and adoption systems, and activation of social networks.
