Community development refers to enhancing self-reliance of residents in a region by improving their vitality using regional resources in developing cities, towns and villages. The purpose of this study is to propose theoretical foundation of community development in which regional resources have been utilized in regenerating regional economy using endogenous and bottom-up approaches. The study also discusses how glocalization can be achieved. Communities should be developed with sustainable structures and systems in order to sustain three crucial elements - building a place, building living standards, and building finance and circulation. Furthermore, community development can be successfully achieved by creating external environment to enable glocalization. The external environment comprises finding values of the region, defining rights of the residents in the operation of the community, and renovating urban area. Building social economy is necessary to ensure the success of community development. Analysis on convention and actor-network is suggested as a theoretical method in community development.
