This paper aims to substantiate Jeong Yak-yong��s view of Hyangsu-System under comparison with senior Confucian scholars. The characteristics can be arranged into six categories.
First, Hyangsu-System was most detailed in Zhou-li, with no stipulation about the character and the location of Hyang and Su.
Second, Jung Hyun regarded the character of Hyang as agricultural zone, and its location as 100 Li (��) from the palace. He thought that Six-Army (��܊) would be taken out of the Six-Hyang (�x)��s people. Such interpretation is closely linked to the regional division of the governing method in Kinae (�܃�) into Feudalism and Bureaucracy.
Third, Jeong Yak-yong systematically presented the theory on Hyangsu-System in Sangseo jiwonrog, and regarded the character of Hyang as non-agricultural zone, and its location as the inside of the Capital, which was a key point that has not changed since then.
Fourth, from Gyeong��se yupyo to Sangseo gohun (1834), Jeong Yak-yong��s theory on Hyangsu-System has changed consistently with three trends. That is, the expansion of areas where Six-Army (��܊) were conscripted, bureaucratic domination everywhere in Kinae, and the application of the principle of building the Capital into all kinds of Eup (��).
Fifth, Dasan��s theory on Hyangsu-System very similar whith his final theory was founded in Gyeong��se yupyo and the letters to Sin Jak (��b) Sixth, Jeong Yak-yong��s multi-kinds of theories on Hyangsu-System all appeared in Gyeong��se yupyo. It means that he began to write Gyeong��se yupyo under the opinion about Old-Law (��) detailed in Sangseo gohun, and revised it several times to reflect the changing views.
