    This study examines the case of ESD in Okayama, Japan, recognized as a notable example of community-based ESD, and suggests strategies for revitalizing ESD in local communities. To achieve this, the study employs qualitative research methods, analyzing literature sources such as ESD-related policy documents and reports, laws and ordinances, academic papers, website data, and newspaper articles.
    Through a rigorous analysis of the historical process of Okayama's ESD implementation, this study summarizes the outcomes of the "Okayama ESD Project" according to UNESCO’s "Five Priority Action Areas." Additionally, data from Okayama City, the Okayama ESD Promotion Commission, and external organizations were utilized to evaluate the overall performance of ESD implementation in Okayama. The key characteristics of Okayama's ESD execution identified in this study are as follows:
    First, Okayama City played an active and central role in establishing systems for ESD implementation. Second, the "Okayama ESD Promotion Commission," a dedicated cooperative framework for ESD, fulfilled local governance functions. Third, various stakeholders, including community centers (Kominkans) and UNESCO Associated Schools, actively participated and collaborated. Fourth, the promotion of Okayama’s ESD emphasized "cooperation," further strengthening its connection with the SDGs. Fifth, active domestic and international public relations efforts facilitated diverse exchanges and collaborations.
    Based on these findings, this study proposes the following recommendations for revitalizing local community-based ESD: First, legal and institutional improvements, as well as policy support, must be provided. Second, it is necessary to establish a local community-specific agenda aligned with the SDGs. Third, an ESD/SDGs promotion system should be developed, along with the establishment of local ESD/SDGs hubs. Fourth, professional human resources should be cultivated and systematically managed. Fifth, efforts should be made to expand public awareness, international exchanges, and cooperation.
    Unlike previous domestic ESD studies, which primarily focus on formal education and curriculum, this study approaches ESD from a community-based perspective. By introducing a rare case of local ESD promotion in a foreign community, it aims to contribute to the localization of ESD and SDGs in Korean communities. While this study holds significance as an empirical study of Korea’s first analysis of a notable Japanese ESD city, it is limited by its lack of methodological pluralism.
