This study aimed to examine the transformation of the developmental state in postwar Japan from construction state to neoliberalism. It reviewed the conception of argument for the construction state, developmentalism, and developmental state in order to identify substantial changes since 1980s. In so doing, it explored three points on the discourses around the developmental state as large-scale construction projects, public works. Firstly, developmentalism as an ideology enforced the mobilization and subjectification on affluent society. Secondly, the developmental state as a policy axis, has been the essential aspect on conflicts of conservatism and progressivism. Thirdly, most construction state arguments have been used to criticize the pork-barrel politics, whereas it has emerged as analytical concept on the budget expenditure system for public work and economic condition of fiscal sociology in recent years. However, the developmental state system has the dual structure of the problems on the pork-barrel politics and the integration on Japanese-type Corporate Society. However, the restoration of the construction state mechanism will involve impossible projects, since the new economic conditions prevail in a low-growth period. Therefore, the economic policy, known as Abenomics, has a path dependence on developmental state without a deliberate analytical-process, which will intensify the tendency of reverse evolution in neoliberalism.
