This paper analyzes the feasibility of South Korean military intervention in case of a North Korean sudden collapse. It reviews allthe possible grounds for the intervention including international laws and provides some recommendations for South Korea.
In conclusion, South Korea should be able to intervene militarily into a North Korean sudden collapse, if it want to take advantage of the collapse and connect it with the reunification on the Korean Peninsula. For the intervention, South Korea should make some of North Korean leaders to request South Korean assistance to stabilize North Korea.
South Korea should also try to mobilize all possible logics in order to legitimize its military intervention; the execution of its constitution, which proclaims the whole Korean peninsula as its territory; humanitarian assistance for the North Korean displaced people; protection of South Korean workers in Gaeseong Industrial Complex; prevention of refugees flows into South Korea, etc. However, South Korea should recognize that the above logics are not persuasive enough in current international society.
At the same time, South Korea should be determined to prevent Chinese intervention in any case. South Korea could send its special forces to stop the advance of Chinese forces and make the world criticize Chinese intervention.
If South Korea really wants the reunification through North Korean sudden collapse, it should send its troops along the road for Gaeseong Industrial Complex in the name of protecting its people in that complex. South Korea could expand the size of military forces and stationing areas necessary for the protection of its people and could advance to Pyongyang in case of North Korea¡¯s real collapse or Chinese intervention.
