군사작전과 민간인 피해 관련 연구: 6.25전쟁 시 인천상륙작전에 따른 민간인 피해를 중심으로 (A Study on Military Operations and Civilian Damage: Focusing on civilian damage caused by the Incheon Landing Operation)

· 연구 주제: 6.25 전쟁 시 한반도가 공산화 위기에 처했을 시 한국군을 기사회생시킨 작전이 인천상륙작전이다. 지금까지 인천상륙작전의 성과에 치우쳐 상륙작전에 따른 민간인 피해에 대해서는 관심을 소홀히 하고 있다. 이에 본고는 인천상륙작전을 중심으로 군사작전에 따른 민간인 피해현황과 재발방지책에 대하여 연구를 실시하였다.
· 연구 배경: 역사적으로 현대사에서 인천상륙작전의 성과왿� 의미는 대단하다. 지금까지 인천상륙작전의 성과에 치우쳐 민간인들의 피해에 대하여는 모르거나 관심이 소홀했음에 반성과 함께 6.25전쟁 시 인천지역에서 실시된 2차례의 상륙작전을 분석하고, 상륙작전과 관련한 민간인의 피해를 분석하여 피해원인 및 재발방지책을 찾고자 하였다.
· 선행연구왿�의 차이점: 6.25 전쟁 시 발생한 민간인 피해에 대하여는 지금까지 많은 조사왿� 연구가 진행되어 왔다. 그러나 인천상륙작전이라는 한 지역의 특정 군사작전에 관련된 민간인 피해왿� 이에 대한 재발방지책 관련 연구는 존재하지 않는다. 본고의 연구결과가 민간인 피해현황의 모두를 밝히고 피해재발방지책을 완벽하게 제시하지는 못하였지만, 상륙작전 시 발생한 민간인 피해 및 이에 대한 방지책 연구로는 첫 시도이다.
· 연구방법: 인천상륙작전과 관련한 군사자료왿� 민간인 피해 관련한 공신력 있는 조사기관의 조사결과를 바탕으로 피해현황을 종합, 분석하였으며, 전시 민간인 피해재발방지 대책을 연구하였다.
· 연구결과: 전시 민간인 피해 관련하여 피해재발을 방지하기 위하여 국가는 피해에 대한 진실규명을 통한 진솔한 반성이 필요하며, 조사결과에 대한 신상필벌이 중요하다. 또한 정부업무를 수행하는 공무원을 대상으로 인권교육을 실시하고, 군인과 경찰, 공무원을 대상으로 전쟁 중 민간인 보호에 관한 법률과 인권교육을 강화하며, 특히 평시부터 대민작전 전문 민사부대를 편성하여 교육훈련을 실시하여 작전에 투입하여야 한다.
· 공헌점 및 기대효과: 인천상륙작전 시 발생한 민간인 피해현황의 모두를 밝히지는 못하였지만, 지금까지 공식적으로 밝혀진 피해현황을 바탕으로 피해방지대책을 제시하였다. 이 연구를 첫걸음으로 전시 민간인피해 관련 많은 연구왿� 재발방지대책이 나오길 기대한다.

· Research topics: The Incheon Landing Operation is an operation that revived the Korean military in the event of a communist crisis on the Korean Peninsula during the Korean War. Until now, attention has been neglected on the damage to civilians caused by the landing operation, focusing on the performance of the Incheon Landing Operation. Therefore, this paper conducted a study on the status of civilian damage and measures to prevent recurrence due to military operations, focusing on the Incheon Landing Operation.
· Research background: Historically, the achievements and significance of the Incheon Landing Operation are great in modern history. In addition to reflecting on the negligence of civilians' damage due to the performance of the Incheon Landing Operation so far, we tried to analyze the two landing operations conducted in Incheon during the Korean War and find the cause of damage and recurrence prevention measures.
· Differences from prior research: Many investigations and studies have been conducted so far on civilian damage that occurred during the Korean War. However, there is no research on civilian damage related to a specific military operation in a region called the Incheon Landing Operation and measures to prevent recurrence. Although the results of this paper did not fully reveal all of the civilian damage status and suggest measures to prevent the recurrence of damage, it is the first attempt to study civilian damage and prevent it during the landing operation.
· Research method: Based on military data related to the Incheon Landing Operation and the results of a reliable investigation agency related to civilian damage, the damage status was synthesized and analyzed, and measures to prevent recurrence of civilian damage were studied.
· Research results: In order to prevent recurrence of damage in relation to civilian damage during the war, the state needs sincere reflection through finding the truth about the damage, and personal punishment for the results of the investigation is important. Human rights education should be provided to public officials performing government affairs, laws and human rights education should be strengthened for soldiers, police, and public officials, and civil units specializing in civilian operations should be organized from peacetime.
· Contribution points and expected effects: Although not all of the civilian damage caused during the Incheon Landing Operation was revealed, damage prevention measures were proposed based on the officially revealed damage status so far. As a first step in this study, we hope that many studies and measures to prevent recurrence will come out related to civilian damage during the war.
