This study researched the factors affecting Ordinance Enactment Period by examining the legislative status of the ordinance for the health and welfare field submitted to the Gyeonggi Provincial Council.
In order to identify the factors, 229 cases obtaining from 7th to 9th Gyeonggi Provincial Council 12 years totaled were analyzed. According to the analysis result, in the case of all ordinance, its period was shorter than the negative response from the official report by the counsel of committees.
In the complete amendment, Ordinance Enactment Period was more longer than the enactment bill.
Ordinance Enactment Period was also long in the case of preannouncement of legislation. Ordinance Enactment Period was getting longer as the term of council increases in terms of bill of executive.
When the chairman and the governor have the same political party, period to enact an ordinance was extended. In contrast, Ordinance Enactment Period of revision bill was shorter than the enactment bill. If the official report by the counsel of committees showed positive opinion, Ordinance Enactment Period was short in the case of legislator¡¯s bill. However, required time enacting ordinance was extended in the condition of prolonged time to pass the complete amendment than the enactment bill, or preannouncement of legislation. This study showed the current status and characteristics on enacting an ordinance in the field of health and welfare, and draw policy and practical implications for enhancement of strategies and supporting system in legislative system and activities, separately, thereby providing critical data for effective legislative activities. This data of current study indicates meaningful insight in the field of Ordinance Enactment Period.
