This thesis aims to study the reason why the land survey project established by the Provisional Bureau of Land Survey was revised
Although the Chosun land survey program was progressed faster than those of the other regions, the project was revised three times in about 5 years of enforcement. This means there were lots of problems in the process even with fast proceeding of the land survey. It will help capture the progress of the land survey to study each revision.
The Provisional Bureau of Land Survey referred to land survey projects as ��The First Project��, ��The Second Project��, ��The Third Project��, ��The Fourth Project��, respectively. Each project was revised based on the previous one. Therefore in this thesis, the above projects are referred as Land Survey Project, The First Revision, The Second Revision, The Third Revision, respectively.
The project was revised after Korea-Japan incorporation. The first revised bill was not much different from the previous one, only with being more concrete. The expected area to survey was same, also. One of the major differences from the previous one was the increase of the total expenditure. On the other hand, the expected completion date was advanced. Consequently, in the stage of working the first revision, the Provisional Bureau of Land Survey concluded that they could finish the project earlier if they would increase the cost.
The land survey project was revised at twice in April 1913. The major reason for revising was that the area to survey became larger than expected. As a result, the survey period was extended and the total budget was increased, compared to the previous project.
This project was revised again 5 months later. The third revision of the land survey project was related to ��Self-Financing Plan�� announced in 1914. Japanese imperialism tried to keep the balance by levying a land tax for a shortage from the cost spent in Chosun. This meant that the land survey program should be completed until 1918 without fail.
The progress of the land survey program was not smooth, which made the Provisional Bureau of Land Survey nervous. The plan that the program should be completed until December 1918 was established and they concentrated on making various plans for cutting down the expected increase of the cost. The plans are largely divided into ��Plan for simplification of an overall business�� and ��System for promoting the (land survey) program��.
The land survey program did not progress well. The Provisional Bureau of Land Survey tried to finish the program as soon as possible, but it failed to come up to their expectation, whereupon the project had to be revised.
