Although opinions of scholars and men of affairs regarding national security threats which are being discussed in various ways in international society can be used as important variables, when internal and external policies in political, economic, diplomatic and military sectors of countries are being made, the scope and target may be too inclusive to graft them with security-related crimes from the perspective of norms. In other words, security-related crimes can be interpreted as questions of who should protect what from what threats with what methods. Therefore, this study applies Zalmay Khalilzad's study, which deals with the subject of security threats, criminal intents and goals, and criminal behaviors concretely and thoroughly, to security-related crimes, Through it, subjects of security-related crimes are classified as lone wolf, radical extremists, anti-government organizations, rogue states, competitive states, international terror organizations, international criminal organizations, international hacker organizations, INGOs. Criminal intents and goals are classified as relative deprivation sense, religion or faith, revenge or power, system subversion and separation or independence, forced achievement or victory in regional disputes, voluntary international solidarity, and check over the state ruler. Lastly, types of national safety related crimes can be classified as murder, kidnapping, arms smuggling, bank note counterfeiting, defense industrial spy, terrorism, quasi-terrorism, guerrilla warfare, cyber terrorism, electronic warfare, smuggling or secret transaction of weapons of mass destruction such as indiscriminative arms and CBRN.
To deal with these national security-related crimes effectively and systematically, the current 'institute oriented system' should be reorganized as 'function oriented integrated system,' and a "National Security Law (tentative name)" which can include all national security related issues like "Homeland Security Act of 2002," and "Intelligence Reform And Terrorism Prevention Act 0f 2004." Through this, we need to establish an institute that can respond to national security related crimes actively, collect and coordinate legal provisions related to national security related crimes, and computerize national security related crimes.
