As maximizing the use of land, three-dimensional land use has been increasing. To reflect and manage the current trend effectively, development of 3D Cadastre system is necessary. Especially, three-dimensional land use has been going mainly in urban areas that land price is relatively expensive. The purpose of this study is to propose the institutional improving plan for the introduction of 3D Cadastre �C focused on Seoul. As research methods, basic requirements for introducing 3D Cadastre, delimitation and registration of 3D parcel, development of 3D cadastral records model, writing process and organizing way of 3D cadastral records model Based on these researches, 3D parcel is divided to define a range of rights that set up above and under the ground, and 3D cadastral record model is developed to hold the information. Also the plan that connects between the 3D cadastral record model and current registration system is proposed.
