The purpose of this research is to suggest the conceptual policies for an ?rban administrative planning that reorganizes the urban spatial structure-system, after reviewing various physical and non-physical circumstances around Cheongju area. Two research scopes are delivered: As a macro level, the plan of a new administrative capital, the integration between the city of Cheongju and the township of Chungwon, and the relocation of an industrial park with the transportation plan are examined; as a micro level, the trends of city sub-center developments and the planning rearrangement at moving facilities sites are investigated. As a academic findings, two main development axes and three s?b-main development axes should be designated and reorganized with three greenery and water-oriented axes, and two agriculture axes in Cheongju. The result of the study can be used as the fundamental planning index for setting new policies of spatial rearrangement in the urban territories.
