    제 1 절 연구의 필요성 및 목적

    21세기에 들어서 문화가 국가 이미지에서 차지하는 영향력은 점차 확장되고 있다. 최근 싸이(PSY)의 국제적 활동이 그 예시가 될 수 있다. 싸이는 우리나라 문화의 한 영역 중 한명의 대표로서 ‘대한민국’이라는 타이틀을 달고 전 세계적으로 활동하며 우리나라를 알렸다. 세계화가 국가적인 문제로 제기되면서부터 다양한 사람들이 우리나라를 세계에 알리기 위해 노력해왔지만, 이왿 같이 단 시간 안에 우리나라를 세계적으로 알린 것은 유례없는 일이다. 세계가 상호작용할 수 있는 네트워크가 구축되면서, 많은 사람들이 쉽게 접근할 수 있는 문화, 다르게 말하면 콘텐츠가 국가의 이미지를 결정하는 데에 큰 역할을 하게 된 것이다.
    좋은 콘텐츠는 미디어의 종류, 지역적 한계, 문화적 이질성을 뛰어 넘어 의미 있는 가치를 창출한다. 좋은 콘텐츠를 만들어내는 것이 이시대의 부를 만들어내는 방법이자 우리의 삶과 문화를 윤택하게 하는 방법이기 때문이다. 그 중에서도 축제는 중요한 문화콘텐츠다. 축제는 우리의 여가를 가치 있게 만듦으로써 삶의 향상에 기여하기도 하지만, 그 자체로 부가가치 창출의 기제가 된다. 좋은 축제는 그것이 열리는 지역사람들의 정체성을 확립하고 그 현장을 찾아오는 사람들을 즐겁게 한다. 또 지역경제를 활성화하고 국가경쟁력을 높이는 데 기여한다. 김영순외(2006), 『축제왿 문화콘텐츠』, 다ᄒᆞᆯ미디어 p.5.
    문화관광부도 이 점을 인식하고 문화행사 및 축제를 지속적으로 지원해왔다. 문화관광부는 2010년 기준 편성 총액 3조 1,747억 원 중 문화예술 부문에 1조 3266억 원을 투자하였고 문화행사 및 축제 지원 금액은 6304억 7147만 9000원에 이른다. 2010년도 예산 및 기금운용계획 개요(문화관광부 홈페이짿 예산자료), 2010 문화축제 및 행사지원(문화관광부 홈페이짿 통계자료).

    따라서 세계 속에서 우리나라의 문화콘텐츠를 활성화시키기 위해 축제는 중요한 분야임이 분명하다. 이 때 우리나라의 축제를 논함에 있어서 우리나라의 수도 서울의 축제를 빼놓을 수 없다. 서울은 세계적으로도 역사가 깊은 문화왿 우리나라에서 가장 현대적인 문화가 혼재되어있는 국가의 대표 도시이다. 조선 왕조 600여 년간 서울은 우리나라 모든 지역의 문화왿 역사가 집중되는 지역이었다. 오랜 기간 그 위치를 지켜온 서울의 축제문화는 지역문화로서의 독특한 색채를 띠기는 어렵지만 서울만이 창조할 수 있는 비바카지노 Viva문화를 발전시켜왔다. 서울이 한국 문화의 구심점 역할을 해 온 것이다. 이를 통해 보아 서울의 축제는 우리나라의 축제를 대표하고 선도하는 위치에 있을 수밖에 없다. 본 연구는 그 중에서도 가장 최근에 활성화되었던 서울 등축제에 대해 분석방법론을 중심으로 하여 자세히 분석하고 이를 통해 개선방안을 도출해냄으로써 서울시 축제를 보다 체계적으로 이해하고자 한다. 이를 통해 서울시의 축제의 질을 향상시키고 나아가 국가적인 축제 문화 활성화에 이바지하는 것을 기대하는 바이다.
